2019
Competitiveness of companies on local and international markets greatly depends on skilled labor force. For countries with school-based VET systems tailor made approaches for work-based learning need to be implemented. This requires also new strategic partnerships. In Latvia in 2016 legal regulation on work-based learning was adopted. However, there is little research on the pre-conditions enabling the public administration to implement innovative VET approaches. Koulutus ja työelämä muutoksessa
2008
Siksi henkilöstökoulutuksella on keskeinen sija ikääntyvien aikuisten ammattitaidon säilyttämisessä.

The Implementation of Dual VET in Spain: An Empirical Analysis
2019
This paper provides a brief overview of how Dual VET was implemented in the Spanish VET system. Dual VET was first regulated in Spain by the end of 2012 with the aim to replace the existing work experience module (FCT) within formal VET. However, companies have hardly contributed to its development, and the educational administrations that mandated it did not support its anchorage in the economy, while forcing VET schools and teachers to introduce it. This has resulted in an example of how not to implement educational reforms. We will use our own empirical research as well as secondary analysis of empirical studies to analyze the views of VET teachers on the whole process and the added valu…

The results indicate the critical issue that more than two thirds of adults with vocational education and training have weak skills or lack the skills in solving problems in technology-rich environments and that more than one fifth of these adults are at risk. Furthermore, this study indicates that the likelihood of havin…

Work-based learning has been developing rapidly in Latvia for the last three years. Since 2017, the Employers’ Confederation of Latvia has been implementing a project of the European Social Fund, which provides for a tripartite learning implementation agreement between the educational institution, the student, and the employer. The project targets vocational learners, but equivalent opportunities are also spoken of in higher vocational education. Such an approach would help the employer direct the future employees in the direction of acquiring the necessary knowledge and skills. The publication aims to give a short overview of the historical development of learning opportunities in the work…
