Competitiveness of companies on local and international markets greatly depends on skilled labor force. There is an increased need for well-trained medium level specialists prepared by the vocational education and training (VET) systems. Coherence of Work Based Learning and Regional Development in Latvia

Integration of young people into the labour market is an issue of a high priority. The youth unemployment problem has explicit links to the vocational education and training (VET) system. Since 2009 there is an ongoing reform in the Latvian VET system. In this respect also the role of local governments increases. The paper addresses the issue of introducing innovative approaches in the Latvian VET system. The aim of the study is to estimate the overall readiness of public administrations to implement VET reforms within regional economic development in the context of the EU and national strategic priorities.

Ammattitaito on koulutuksella ja kokemuksella hankittu pätevyys toimia määrätyssä ammatissa. Useat viimeaikaiset tutkimukset osoittavat, että ammattilaiset kokevat oppineensa jopa suurimman osan työssä tarvittavista taidoista vasta työssä. Elinikäinen oppiminen voidaankin nähdä erääksi avainprosessiksi työelämän muutoksen hallinnassa. Erityisesti tämä koskee ikääntyviä työntekijöitä. Vaikka suomalaiset ovat kansainvälisesti aktiiveja aikuisopiskelijoita, vain prosentti yli 40-vuotiaista osallistuu tutkintotavoitteiseen koulutukseen. Siksi henkilöstökoulutuksella on keskeinen sija ikääntyvien aikuisten ammattitaidon säilyttämisessä.

The Implementation of Dual VET in Spain: An Empirical Analysis

This paper provides a brief overview of how Dual VET was implemented in the Spanish VET system. Dual VET was first regulated in Spain by the end of 2012 with the aim to replace the existing work experience module (FCT) within formal VET. The rapidly-advancing technological landscape in the European workplace is challenging adults' problem-solving skills. Workers with vocational education and training need flexible abilities to solve problems in technology-rich work settings. This study builds on Finnish PIAAC data to understand adults' (N?=?4503) skills for solving problems in technology-rich environments. Work-based learning has been developing rapidly in Latvia for the last three years. Since 2017, the Employers’ Confederation of Latvia has been implementing a project of the European Social Fund, which provides for a tripartite learning implementation agreement between the educational institution, the student, and the employer.
